Municipalities, as public service providers, are among the organizations that deal with a vast amount of data, experiences, and information. Accordingly, knowledge auditing, as a structured tool for identifying, evaluating, and improving knowledge resources, plays a decisive role in enhancing the effectiveness of urban management.
The present study was conducted to validate a conceptual knowledge audit instrument aimed at improving services in the subsidiary organizations of Gorgan Municipality. The research method is applied and quantitative. The data collection instrument was a structured questionnaire based on a five-point Likert scale, designed according to standard knowledge audit frameworks. The validity of the instrument was confirmed through Confirmatory Factor Analysis (CFA), and its reliability was verified with a Cronbach’s alpha coefficient (α = 0.915). The statistical population included managers and experts in organizations under the supervision of Gorgan Municipality (N = 230), from which a stratified random sample of 150 participants was selected.
Data were analyzed using SPSS through Pearson correlation tests and path analysis within the framework of Structural Equation Modeling (SEM). The results indicated a positive and significant relationship between the dimensions of knowledge auditing and the improvement of urban management efficiency (p < 0.01, r ≈ 0.72–0.76). In general, the systematic implementation of knowledge auditing, as a structured mechanism for identifying and utilizing knowledge resources, can enhance decision-making effectiveness, improve urban service delivery, and increase citizen satisfaction.
The findings highlight the strategic role of knowledge as an organizational asset in the public sector and pave the way for future research toward expanding knowledge audit models in other local institutions and governmental organizations.
