چکیده

هدف: این پژوهش به‌منظور بررسی عوامل تأثیرگذار درامکان ایجاد نظام امانت بین کتابخانه­ای و خدمات تحویل مدرک در کتابخانه‌های عمومیاستان فارس صورت گرفته است.
روش پژوهش: پژوهش حاضر از نوعکاربردی و به روش پیمایشی- توصیفی می‌باشد. ابزار گردآوری داده‌ها پرسشنامه است که در میان 254 نفر از مدیران و کتابدارانکتابخانه‌های عمومی استان فارس توزیع شده است. با کمک نرم‌افزار آماریSPSS مورد تجزیه و تحلیل قرار گرفته‌اند.
یافته‌ها: یافته‌هایحاصل از پژوهش نشان می‌دهد که اکثریت قریب به اتفاق پاسخگویان (کتابداران 69/94درصد و مدیران 9/95 درصد) ضرورت اجرای امانت بین کتابخانه‌ای و خدمات تحویل مدرکرا در حد "زیاد"ارزیابی کرده­اند. یافته­های پژوهش در خصوص محدودیت­هاو مشکلات احتمالی در اجرای طرح از دیدگاه جامعه مورد مطالعه بیانگر آن است که مهم‌ترین محدودیت­ها و موانع به ترتیب عبارتند از: نبود تضمین برای جلوگیری از آسیبرسیدن به منابع (3/97 درصد)، نبود مقررات یکسان برای استفاده از خدمات امانت بینکتابخانه­ای (95 درصد)، عدم تخصیص بودجه برای همکاری بین کتابخانه­ها (1/92درصد)، عدم همکاری بین کتابخانه‌های عمومیدر زمینه امانت بین کتابخانه‌ای (3/91 درصد)، هزینه­های زیاد همکاری بین کتابخانه­هاو عدم تأمین اعتبار سازمان مادر (4/89 درصد)، نبود تجهیزات از قبیل کامپیوتر، اسکنر، زیراکس، فکس و... (89 درصد)، آشنا نبودن کتابداران با فناوری شبکه‌ها وبانک‌های اطلاعاتی (9/83 درصد)، نبود متخصصین کتابداری در زمینه امانت بین کتابخانه‌ای و خدمات تحویل مدرک (80 درصد) و نبود مرکز وسیستمهماهنگ کننده بین کتابخانه‌ها برای انجام طرح (80 درصد).
اصالت/ ارزش: امانتبین کتابخانه­ای و خدمات تحویل مدرک به‌ویژه در میان کتابخانه­های عمومی باعث تعامل بیشتر بین کتابخانه­ها و کاربرانشانمی­شود، که به نوبه خود سبب آگاهی بیشتر از موضوعات، مسائل مشترک و یافتن راه حل‌های مناسب برای دسترسی به ایده‌های جدید برای خدمات­دهی بهتر، برنامه‌های مدون وبودجه‌بندی مناسب می‌گردد. مهم‌تر اینکه اجرای طرح امانت بین کتابخانه‌ای و خدماتمدرک بسیاری از نگرانی‌های کاربران برای تأمین منابع اطلاعاتی مورد نیازشان را ازبین می‌برد.

Barriers to Effective Implementation of Inter-library Loan and Document Delivery in Public Libraries at Fars Province

چکیده [English]

Purpose: The aim of this study was to analyze barriers to effective implementation of the inter-library loan and document delivery in public libraries at Fars province.
Methodology: A questionnaire survey was used to carry out the study. Administrators and librarians of public libraries in Fars province constitute the population of the current study. The total population of full-time administrators and librarians in Fars public libraries at the time of this study was 254. Data analysis was accomplished using SPSS software.
Findings: Findings showed that the overwhelming majority of respondents notified the necessity and importance of implementing an effective inter-library loan and document delivery service. Results indicated that the main limitations and barriers to implement an effective inter-library loan and document delivery included: No guarantee to prevent damage to resources (97. 3 percent); Lack of uniform regulations (95. 00 percent); Lack of funding for collaborative agreements between libraries (92. 1 percent); Lack of cooperation among public libraries in inter-library loans (91. 3 percent); The high cost of cooperation between libraries and lack of funding by parent organizations (89. 4 percent); Lack of equipment such as computer, scanner, etc. (89 percent), librarians’ unfamiliarity with databases and network technologies (83. 9 percent); Lack of library professionals in the field of inter-library loans and document delivery services (80 percent); and Lack of coordinator center among libraries (80 percent).
Conclusion: Inter-library loan and document delivery services can lead to the most interaction among public libraries and their users, which, in turn, will lead to greater awareness of the topics, common issues, and finding solutions and ideas for better services. More importantly, the implementation of inter-library loan and document delivery services can effectively meet the users’ information needs.
