چکیده

هدف: مقاله حاضر در نظر دارد برنامه‌ریزی راهبردی را به‌صورت کاربردی تدوین نماید از این رو به‌صورت موردی برنامه راهبردی برای کتابخانه پژوهشگاه بین‌المللی زلزله‌شناسی و مهندسی زلزله تدوین نموده است. این کتابخانه که در سال 1372 تاسیس شده تا زمان تدوین این اثر، برنامه‌ریزی مدونی جهت راهبرد فعالیت‌های آینده خود نداشته است، از این رو به‌نظر می‌رسد تدوین چنین برنامه‌ای در ادامه راه هدایت‌گر کتابخانه باشد. همچنین از آنجا که روش تدوین برنامه‌ریزی راهبردی برای کتابخانه‌ها به‌صورت نظری در بسیاری از مجامع علمی و تخصصی مطرح شده است، پژوهش حاضر با پیاده‌سازی این روش تحلیل، در کاربردی شدن آن کوشا است.
روش: این مقاله، با مطالعه کتابخانه‌ای گسترده و تکیه بر تجارب کتابداران کتابخانه مورد پژوهش (از طریق ابزار مصاحبه) و بر اساس روش تحلیل SWOT سعی داشته است گام‌های اساسی مورد نیاز برنامه‌ریزی یک کتابخانه تخصصی (نمونه موردی کتابخانه پژوهشگاه بین‌المللی زلزله‌شناسی و مهندسی زلزله) را تدوین نماید.
یافته ­ها: طی تحلیل SWOT با استفاده از نقاط قوت و فرصت‌های محیطی 27 برنامه راهبردی در 5 گام برای غلبه بر نقاط ضعف (9 مورد) و تهدیدهای (8 مورد) کتابخانه پژوهشگاه بین‌المللی زلزله‌شناسی و مهندسی زلزله ارائه شده است. نتیجه شایان ذکر از مقاله حاضر امکان تدوین برنامه راهبردی برای انواع کتابخانه‌ها از جمله کتابخانه‌های تخصصی جهت تدوین سند راهبردی کتابخانه‌ها است.
اصالت/ ارزش: روش تحلیل SWOT یکی از ابزارهای راهبردی تطابق نقاط قوت و ضعف درون سازمانی با فرصت‌ها و تهدید‌های برون سازمانی است.

Strategic planning of library (SWOT analysis) Case study: IIEES library

SWOT Analysis is one of the strategic tools fit with in the organizational strengths and weaknesses, opportunities and threats are external. This method of analyze with identifies strengths and weakness points of organizations to the review opportunities and threats of that and thereby formulated strategic planning for the organization. In terms of this model, an appropriate strategy tries to maximize strengths and opportunities and also try to minimize the threats and weaknesses.Since the method developed strategic planning for libraries is discussed in much scientific and technical conference, the present article try to implement this method. current article intends to rely on the library study and researcher's personal experience) 5 years working in IIEES library experience) and based on SWOT reliable model planning for library of the International Institute Earthquake Engineering & seismology (IIEES).This library was established in 1993 and ever since it’s founding20 years ago but, up to now no planned program for their upcoming strategy action. Hence, it seems planning such a program is required for guide the library. This article with interview method, study Literature of SWOT and rely on the experiences of authors try to develop a plan for a special library (case study: IIEES library).
The results of this study are 27 strategic planes in five-step .also by this article we found four final strategies for planning IIEES library. These strategies include Defensive strategy, an invasive strategy, conservative strategy and competitive strategy for next year’s library planning.
